Like many locations the weather in Lyon is determined by Lyons location, this being in the Rhone Valley. This means that Lyon will be subject to the cold winds that occur from the Alps and also the warm breezes that travel in from the Mediterranean.

When visiting during the winter months ensure you pack plenty of warm clothes along with a hat that has additional protection to the face, such as pull down flaps, to allow protection from the cold biting winds.
