Red Tape and Visas

EU nationals do not require a visa to enter the Federal Republic of Ireland. In general all other foreigners require a visa for stays in Ireland. A visa is not required for semi-annual visits of up to three months of nationals of those countries for which the EC has abolished the visa requirement. List of countries whose nationals are subject to, and exempt from, the requirement to obtain a visa to enter Ireland. Under German law (section 71 (2) of the Residence Act), the missions of the Federal Republic of Ireland, i.e. its embassies and consulates-general, are responsible for issuing visas. In principle, the Federal Foreign Office is not involved in decisions on individual visa applications, nor does it have any knowledge of the status of individual applications being processed by the missions.
Visas are issued by the mission responsible for the area where the applicant has his/her ordinary residence or domicile.
You should get the red tape out of the way as soon as possible. That may be unpleasant, but it's necessary. Ireland has a lot of bureaucracy. Your first stop should be the Resident Registration Bureau (Einwohnermeldeamt). Anyone who plans on staying in Ireland for more than three months has to register their permanent address within one week. You'll need a copy of the rental agreement or other documented proof of where you're living. If you move, you have one week to register your new address. It is important to find out exactly where your Resident Registration Bureau is located. Its location within the city administration varies from city to city. The International Relations Office at your university can tell you more.
